What do you make of this?

We think we have an idea. (How's that for certainty?)

But we're not sure.

 

First there was just one, then two, then a bunch more showed up.

We think that since this is the parking of the Volunteer Fire Department which is located across the street from the Courthouse-- where all manner of County and Emergency Management personnel meet-- the cars will be used in some sort of training.
