Dropped from Further Consideration

After skimming through the titles of 219 speeches, I call "LIAR, liar, pants on fire!" There's not a speech for every occasion.
From the Introduction:
A man who speaks briefly, but in that address sets forth one concrete thought, will be called upon again; while the one who wanders aimlessly in his talk will be dropped from further consideration.
